 US Army Corps of Engineers


The ACoE (or "the Corps") is a Federal agency which must conduct its own review of the St. Lawrence Cement proposal.

It is one of a dozen agencies to which SLC has applied for 17 different permits and approvals. Those agencies range from the local Hudson and Greenport planning boards to New York State DEC and EPA.

An important request from the public is for the Corps to require a full "Federal EIS" (Environmental Impact Statement) of its own, rather than relying solely on other agencies' determinations regarding impacts such as stack emissions, traffic, blasting, etc.

The Corps should not limit its review to the waterfront activities which are the immediate subject of its review, as the vast proposed barge facility is integral and absolutely necessary to the overall proposal.

The Corps has extended the public comment deadline for this proposal to 5 pm April 20th, 2003.
